What does the "Transcript of insolvency/bankruptcy proceedings" encumbrance entail in the Certificate of Ownership (CDP)?

This type of encumbrance on the ownership certificate does not affect either the movement or the transfer of ownership.
However, the winning bidder at their own expense by presenting themself directly to the PRA with a certified copy of the application for the cancellation of prejudicial formalities or by requesting the mediation of the Effe agency.
